4 Contents of support for development of self-sustaining capacity

(1) Guidance through open treatment

  Support facilities for development of self-sustaining capacity provide open treatment mainly through quasi-family life.
  Each facility has dormitory buildings,classrooms,a gymnasium/hall,a playground,a pool,and an office room,etc.,and juveniles spend the whole time(family life and school life)basically in facilities in which they are accommodated.This is different from children's homes,from which accommodated juveniles go to ordinary schools every day.Juveniles in support facilities for development of self-sustaining capacity are not allowed to leave the facilities without permission in principle,but those facilities are not locked.
  The most distinctive characteristics of support facilities for development of self-sustaining capacity is the system in which married couple officers live in dormitories with around10juveniles together with their own family and give them living guidance through a quasi-family life.In FY2004,21facilities including two national ones adopted this system and37other facilities adopted a shift system(in which staff officials provide support for development of self-sustaining capacity for juveniles on a rotating basis)(Source:The All Japan Association of Support Facilities for Development of Self-sustaining Capacity).

(2) Routine duties and academic lessons

  Table4-4-7-5 shows an example of routine duties at a certain support facility for development of self-sustaining capacity.Juveniles are trained to have a regular life style,mainly through family life in dormitories and academic lessons,and receive living guidance(personal guidance in daily life and group guidance)and academic guidance.Furthermore,they are expected to grow up through communal life with other juveniles while participating in tasks(gardening,agriculture,and woodwork,etc.)and club activities(sports,music,handicraft,and gardening,etc.).
  Academic lessons used to be given by staff officials,but in recent years,an increasing number of facilities have come to provide lessons as school education at a branch school of a local school established within its facilities.As of April2005,school education is provided in31facilities(Source:The Equal Employment,Children and Family Bureau,Ministry of Health,Labour and Welfare).Juveniles who have already graduated from junior high schools are provided with supplementary courses for high school education,guidance for preparing for taking a job,and vocational training held at outside of facilities.

(3) Mandatory measures

  A family court may determine to take mandatory measures for a juvenile to be accommodated in a support facility for development of self-sustaining capacity.In that case,the juvenile's freedom of movement is restricted and individual treatment is to be provided.At present,only two national facilities can take such mandatory measures.
