1 Assistance during supervision and urgent aftercare of discharged offenders When the rehabilitation of a probationer or a parolee could be hindered by illness,injury,lack of a proper abode or occupation,or other reasons,a probation office gives advice and guidance so that he/she is able to receive the necessary support from public welfare facilities etc.
A probation office provides assistance during supervision if such support cannot be obtained immediately or the support provided by such facilities is deemed to be inadequate.This includes aid directly provided by probation offices,such as food,clothing,and travel expenses(hereinafter referred to as governmental aid),and entrusted aid that is entrusted to halfway houses. Urgent aftercare of discharged offenders is a measure similar to assistance during supervision,which is adopted for inmates released from prisons on completion of their sentences,offenders given suspension of execution of sentence,suspects granted suspension of prosecution,offenders sentenced to fines or minor fines,offenders who are released or provisionally released from workhouses,and juveniles who are discharged from juvenile training school,upon the application from the person in question.It is provided for a period not exceeding six months after the date of discharge from the physical constraint,and the measure can be further taken only where it is deemed to be particularly necessary for the rehabilitation of the offender and only for a period not exceeding six more months. Fig.2-5-4-1 shows the number of probationers and parolees who received assistance during supervision or urgent aftercare of discharged offenders since1975,by aid type. Those who received governmental aid have increased significantly in number since1996,reaching12,509(up by0.6%from the previous year)in2004.In contrast,those who received entrusted aid have not increased so sharply,but were9,513(up by7.9%(id.))in2004.
