2 Crack down on drug offenses

(1) Seizure of stimulants,etc.

  Table1-3-2-9 shows the amount of stimulants and other drugs seized over the last15years.
  Seized stimulants(powders)remained somewhere under1,000kg until1998,but rose sharply to over1,000kg in1999and2000.Then they declined sharply to under500kg in2001,and were411kg in2004.
  Seized cannabis has been on the rise in recent years,hitting a record high of about1,055kg in2004.
  Recently,seized synthetic narcotic tablets such as MDMA have increased sharply,hitting a record high of469,483tablets in2004.

(2) Embarking point of stimulants

  Table1-3-2-10 shows embarking points of stimulants found in large-scale seizures(seizure of one kilogram or more per a crime;only those seized by the police)over the last15years.
  In2004,Taiwan(118.9kg)and Hong Kong(107.9kg)were major embarking points.

(3) Implementation of the Law on Special Provisions for Narcotics

  Table1-3-2-11 shows the number of Law on Special Provisions for Narcotics violations cleared by the police over the last10years.

  Table1-3-2-12 shows confiscation and collection of the corresponding value to be confiscated in the court of first instance under The Law on Special Provisions for Narcotics over the last10years.
  The total amount of confiscation and collection reached a record high of about3.854billion yen in2004.
