1 Parole examinations

The number of persons for whom parole examinations were commenced was on an increasing trend from1996 due to an increase in the number of inmates, and was 18,128 in 2007. It then decreased for four consecutive years from 2008, and was 16,095 in 2011 (down 0.6% from the previous year) (See Appendix 2-11).

With those whom parole was granted or not granted (excluding those whose application for parole was withdrawn), the percentage of the latter remained around 2% from 1993 through to 2004, but then remained around 4% from 2005 through to 2009, and was 2.0% in 2011 (down 1.1 points from the previous year) (Source: Annual Report of Statistics on Rehabilitation).
