Fig. 3-3-1-5 shows the number of persons referred for Poisonous and Deleterious Substances Control Act violations over the last 30 years. The number remained within the range of 30-40 thousand throughout 1980 to 1984 and was then generally on a decreasing trend, remaining below 10,000 from 1996. It was 1,372 in 2009, which is 3.7% of the peak in 1982.
