Chapter 1  Official Statistics on Damage Caused by Crime

  This chapter outlines the trends in the damage caused by crime, based on statistical data. In this chapter the term “victims” refers to those who have suffered damage from offenses. In this sense, even with offenses considered as having been committed against society or the state, such as arson or obstruction of performance of public duty, etc., the owners of the houses set on fire or the assaulted public officials, etc. are included in “victims.”
