3 Number of elderly offenders by type of offense in each country

  In order to find the characteristics of elderly offenders in Japan and other countries the rate per population (elderly) of persons cleared/convicted about 10 years ago (hereinafter referred to as the “rate per population 10 years ago” in this sub-section) and in recent years (herein after referred to as the “rate per population in 2004 or later” in this sub-section) were compared for “theft”, “injury/assault”, and “homicide” in countries where the data was available, namely Germany, the U.S.A., and Japan. The years in which the rate per population 10 years ago and the rate per population in 2004 or later were calculated for persons cleared were 1996 and 2005 in Germany, 1996 and 2006 in the U.S.A., and 1996 and 2006 in Japan, while that for persons convicted were 1996 and 2005 in Germany, 1996 and 2004 in the U.S.A., and 1999 and 2006 in Japan.

(1) Theft
  The rate per population 10 years ago and the rate per population in 2004 or later for persons cleared for theft were 370.0 and 289.8 in Germany, 33.2 and 22.5 in the U.S.A., and 54.9 and 116.4 in Japan. The rate per population 10 years ago to the rate per population in 2004 or later was about 0.78 times in Germany, about 0.68 times in the U.S.A., and about 2.12 times in Japan. It decreased in Germany and the U.S.A. but increased significantly in Japan.
  The rate per population 10 years ago and the rate per population in 2004 or later for persons convicted for theft were 39.2 and 37.2 in Germany, 4.9 and 4.4 in the U.S.A., and 2.0 and 3.9 in Japan. The rate per population 10 years ago to the rate per population in 2004 or later was about 0.95 times in Germany, about 0.88 times in the U.S.A., and about 1.98 times in Japan.

(2) Injury/assault
  The rate per population 10 years ago and the rate per population in 2004 or later for persons cleared for injury/assault were 56.6 and 85.1 in Germany, 13.0 and 10.7 in the U.S.A., and 2.7 and 13.6 in Japan. The rate per population 10 years ago to the rate per population in 2004 or later was about 1.50 times in Germany, about 0.82 times in the U.S.A., and about 5.06 times in Japan. There has been a significant increase in Japan.
  The rate per population 10 years ago and the rate per population in 2004 or later for persons convicted for injury/assault were 7.0 and 6.2 in Germany, 1.6 and 3.9 in the U.S.A., and 0.6 and 1.2 in Japan. The rate per population 10 years ago to the rate per population in 2004 or later was about 0.88 times in Germany, about 2.44 times in the U.S.A., and about 1.91 times in Japan.

(3) Homicide
  The rate per population 10 years ago and the rate per population in 2004 or later for persons cleared for homicide were 0.9 and 0.9 in Germany, 0.5 and 0.3 in the U.S.A., and 0.5 and 0.7 in Japan. The rate per population 10 years ago to the rate per population in 2004 or later was about 1.01 times in Germany, about 0.63 times in the U.S.A., and about 1.37 times in Japan.
  The rate per population 10 years ago and the rate per population in 2004 or later for persons convicted for homicide were 0.05 and 0.11 in Germany, 0.52 and 0.34 in the U.S.A., and 0.40 and 0.44 in Japan.
