9 Provision of information in regard to the release, etc. of sentenced inmates

  On June 1, 2005, the Ministry of Justice established the requirement to provide information such as scheduled release dates and locations by the National Police Agency regarding inmates who have committed violent sexual offenses against children. Inmates whose information is subject to the information release provision are those whose victims were of less than 13 years of age at the time of the offense and such offense was forcible indecency, rape, abduction or kidnapping for indecency, and rape at the scene of a robbery. The warden of penal institution is to notify the National Police Agency the inmates name scheduled to be released, the scheduled date of release, date of admission, and scheduled residence upon return to society and other information one month prior to the scheduled day of release. The number of released inmates subject to the information provision by May 31, 2008 was 476 (Source: The Correction Bureau, Ministry of Justice).
  In addition to this, the Ministry of Justice started providing information on the release of inmates who are involved with serious offenses, such as homicide and robbery, and other offenses likely to be connected with these offenses to the National Police Agency on September 1, 2005. Every month, the Ministry of Justice is to notify the National Police Agency information on the releases from prison, including the date of admission, scheduled release day, reason for release, etc. The total number of offenders subject to this information provision was around 75,000 by May 31, 2008.
