Section 3  Rehabilitation Services

1 Overview

  Rehabilitation aims to help those who have committed offenses or been involved in delinquency to reform or rehabilitate themselves, and thereby preventing them from committing repeat offenses and eliminating delinquency. However, recent incidents of serious repeat offenses by those under probation/parole supervision have caused society to turn a critical eye on the current situation with rehabilitation and its function in recidivism prevention.
  After receiving the “Recommendations on Reform of the Rehabilitation System - Aiming for Building Safe and Peaceful Country and Regions” by the “Advisory Committee Seeking the Ideal Form of Rehabilitation” in June 2006, the Minister of Justice has been promoting a reform, of the rehabilitation system (see Part 2, Chapter 5, Section 6), and the Offenders Rehabilitation Act was enacted and promulgated in June 2007 (see 2(1) of the same Section), with its main aim being to establish a strong rehabilitation system that meets the people's expectations.
