4 Provision of information in regard to the release, etc. of inmates

  On June 1, 2005, the Ministry of Justice started to provide information on scheduled release dates and the residences of ex-prisoners, etc. to the National Police Agency with inmates who had committed violent sexual offenses against children. Inmates subject to the information provision are those who had either committed forcible indecencies, rape, abductions or kidnapping for molestation, or rape at the scene of robbery, and whose victims were under 13 years of age at the time of the offense. The penal Institution head is to notify the National Police Agency of the name of the inmate, their scheduled date of release, date of imprisonment, and scheduled residence upon return to society, and other information, one month prior to the scheduled day of release. The number of released inmates subject to the information provision as of May 31, 2007 was 303 (Source: The Correction Bureau, Ministry of Justice).
  In addition, the Ministry of Justice started providing information to the National Police Agency on the release of inmates who had been involved in serious offenses, such as homicide and robbery, and other offenses which are likely to lead to these serious offenses, on September 1, 2005. Every month, the Ministry of Justice is to notify the National Police Agency of information on releases from prison, including the date of imprisonment, scheduled release day, and reason for release, etc. The total number of offenders subject to this information provision was around 46,000 as of May 31, 2007 (Source: The Correction Bureau, Ministry of Justice: see Section 4, 2(4) of this Chapter).
