2 Previously convicted persons among adults cleared for non-traffic penal code offenses

  Fig. 7-2-1-2 shows the trends over the past ten years with the number of previously convicted persons (referring to those who had been convicted, excluding for Road Traffic Act violations; hereinafter the same in this section) among adults cleared for non-traffic penal code offenses and the rate of previously convicted persons (referring to the percent ratio of previously convicted persons among adults cleared for non-traffic penal code offenses; hereinafter the same in this section).
  The number of previously convicted persons among the number of adults cleared for non-traffic penal code offenses has been increasing over recent years. On the other hand, the rate of previously convicted persons has been between 27% and 30% since 1997. Examining the number of previous convictions of previously convicted persons in 2006 reveals that while the percentage of those with one previous conviction is the highest (38.8%), the percentage of those with more than five previous convictions is also high (23.6%).

  Table 7-2-1-3 shows the number and rate of previously convicted persons among adults cleared for non-traffic penal code offenses, and the number and rate of those previously convicted for the same type of offense (according to the statistical classification made by National Police Agency).
  The rate of previously convicted persons for overall non-traffic penal code offenses is 28.7%, while the rates of previously convicted persons for extortion and for intimidation are over 50%, and the rates for robbery and fraud are over 40%.
  The rate of persons previously convicted for the same type of offense is 13.9% for overall non-traffic penal code offenses, while the rates for assault, theft and extortion are around 20%.
  The percentage of persons who have been previously cleared for the same type of offense among those cleared for Stimulants Control Act violations was 55.7%.
