Section 4 Improvements in the Treatment of Inmates at Penal Institutions

1 Enforcement of Penal and Detention Facilities Act

  On May 24, 2006, the Inmates Treatment Act was enforced, and sentenced inmates are legally obligated to receive guidance for reform and guidance in school courses in addition to work. Furthermore, the Penal and Detention Facilities Act, which also stipulates the treatment of unsentenced inmates, was enforced on June 1, 2007. The Prison Act, which was the basic act concerning the actual business at prisons, etc. since 1908, was totally revised by this. The purpose of this act shall be to conduct adequate treatment of inmates in accordance with the nature of confinement, as well as to achieve the appropriate management and administration of penal institutions, and to respect human rights of inmates. It stipulates inmates' rights/duties and staff members' powers upon specifying as its object the implementation of appropriate treatment of inmates, etc. according to their circumstances while respecting their human rights.
