5 Maintenance of discipline and order

  Maintenance of the security, discipline and order in penal institutions is a base for implementing treatment smoothly.
  Punishments may be imposed on sentenced inmates who have not followed rules specified by the warden of a penal institution or have not followed instructions by staff for maintaining discipline and order. In 2006, disciplinary punishments were imposed on 59,817 sentenced inmates (under the old Prison Act before the enforcement of the Inmates Treatment Act ). Among them, neglect of work duty (neglect of work without due reasons; 22.1%) and physical violence on other inmates (9.9%) had high percentages (Source: Annual Report of Statistics on Correction).
  Table 2-4-2-3 shows the incidents that occurred in penal institutions in 2006 including escapes, homicide and injury, etc.
  The number of incidents in 2006 was 52, up by 17 or 48.6% from the previous year.
