Table 1-4-3-1 shows the number of reported cases, crime rate, and clearance rate of theft in five countries from 2000 to 2004 (See Appendixes 1-8 and 1-9).
  The number of reported cases and crime rate both have decreased from the previous year in all five countries. The clearance rate exceeded the level of the previous year in four countries excluding the U.K.
  Although an accurate comparison is difficult, the crime rate in Japan has been below the levels of the other four countries for those five years.
