2 Environmental adjustment while accommodated in correctional institutions

  We analyzed the implementation of environmental adjustment for the object person accommodated in correctional institutions,based on the environmental adjustment reports at their entry to institutions and final environmental adjustment reports before their parole.The object person of the analysis are61juveniles accommodated in correctional institutions out of all probation office survey object person.58were juvenile parolees and three were adult parolees.
  Fig.4-5-5-3 shows the situations,comparing those at the time of their entry and those before their parole.

  There were no significant changes in guarantors between the initial stage and the final stage of environmental adjustment.Nearly90%of guarantors were birth father or birth mother.Changes in guarantors were observed for juveniles whose parents got divorced or whose family conditions changed due to a death of the guarantor while the object person were accommodated in correctional institutions.There were also juveniles who had no guarantors at first but were accepted by halfway houses.
  "Willingness to accept object person"tries to figure out a positive attitude for acceptance of object person by a guarantor.From the beginning,93.4%of guarantors answered that they are"willing to accept,"but the percentage further increased to98.4%at the final stage.The percentage of accommodated object person whose families have good feelings toward them increased from75.4%to82.0%.Juveniles accommodated in correctional institutions seem to be generally accepted in a favorable way.
  As for life plans after discharge,which is an important factor in juveniles'rehabilitation,only less than10%had determined their plans and less than40%had promise at the initial stage.But at the final stage of environmental adjustment process,the percentages increased to19.7%and44.3%,respectively,which indicates that their life plan became concrete in the process of their term spent in correctional institutions.Many juveniles who had determined their life plans were going to engage in family business or get employed at companies that their family or relatives own.There were also cases where the companies for which juveniles had worked before offenses promised to hire them again.
  It is often difficult for juveniles to find a job while accommodated in correctional institutions.Therefore,nearly40%of them had not determined their life plans even at the final stage.Based on this situation,those juveniles had to start finding a workplace or school after they were discharged from correctional institutions.
