5 Results of probationary supervision

(1) State at the time of termination of probationary supervision

   Fig. 2-5-3-6 shows the percent distribution of adult parolees and probationers whose probationary supervision terminated in 2002, by reason for termination.

  The most common reason for termination of parole or probationary supervision was the expiration of the period of probationary supervision, for 13,535 parolees and 3,363 probationers (including 428 who were granted provisional discharge from probationary supervision).
  As for the percentages of parolees and probationers whose probationary supervision terminated due to revocation of parole or revocation of suspended sentence in 2002, viewed by type of offense at the time when the parolee or probationer was newly received by probation offices (excluding offenses for which the number of parolees and probationers whose probationary supervision terminated was less than 100), the percentage for parolees was highest for larceny (11.4%), followed by breaking and entering (9.3%), and Stimulant Drug Control Law violation (7.2%), while the percentage for probationers was highest for breaking and entering (49.0%), followed by larceny (39.9%), Stimulant Drug Control Law violation (39.5%), extortion (37.1 %), fraud (37.0%), and bodily injury (36.8%) (Source: Annual Report of Statistics on Rehabilitation).

(2) Parolees and probationers who were newly disposed for a repeat offense that they committed during the period of supervision

  In 2002, the percentage of adult parolees and probationers whose supervision terminated but were newly disposed for a repeat offense that they committed during the supervision was 0.9% (134 offenders) for adult parolees and 37.2% (1,999 offenders) for adult probationers. By type of offense at the time when the parolee or probationer was newly received by the probation office (excluding offenses for which the number of parolees and probationers whose probationary supervision terminated was less than 100), the percentage was highest for homicide (2.2%) in the case of adult parolees, followed by robbery (2.0%), and rape or rape resulting in death or bodily injury (1.7%), while it was highest for breaking and entering (46.2%) in the case of adult probationers, followed by larceny (42.3%), bodily injury (41.8%), and Stimulant Drug Control Law violation (41.6%) (Source: Annual Report of Statistics on Rehabilitation).
  As shown in Table 2-4-2-10 in Chapter 4, Section 2 of this Part , with respect to the aggregate percentages of inmates released on parole and inmates released on completion of their sentence who were reimprisoned to penal institutions within 5 years from the year of release (aggregate reimprisonment rate), the percentage has been consistently lower for parolees than that for inmates released on completion of their sentence.
