  When insane or quasi-insane persons commit serious violent offenses, such as homicide or arson, etc., the victims inevitably suffer serious damage and moreover, such persons who have mental disabilities will become perpetrators as a result of their disabilities. Accordingly, these offenses can be considered to be extremely tragic, and it is essential to rehabilitate such persons who have mental disabilities by providing proper medical treatment in order that such tragic incidents will not happen again. In recent years, new legislation has been eagerly awaited for the above reason, and the bill concerning the medical treatment and supervision over insane persons, etc. who committed serious violent offenses was submitted to the 154th session of the Diet in 2002.
  This bill aims to stipulate the procedures to give proper treatment to insane or quasi-insane persons who committed serious violent offenses, to provide proper and continuous medical treatment and to make observation and guidance necessary to secure the medical treatment, with the aim of improving their disease, preventing the repetition of similar serious offenses, and of promoting their social rehabilitation.
