2 Trends in general penal code offenses excluding larceny

   Fig. 1-1-1-6 shows the trends in the number of reported cases, number of cleared cases, number of persons cleared, and clearance rates for general penal code offenses excluding larceny since 1974. Regarding general penal code offenses excluding larceny, the number of cleared cases has almost leveled off since 1995. However, the number of reported cases has remarkably increased, most notably since 2000, and therefore, the number of cleared cases could not keep pace. This is one of the reasons that clearance rates fell sharply.

   Fig. 1-1-1-7 shows the trends for the last 20 years in the number of reported cases, number of cleared cases, number of persons cleared, and clearance rates, juvenile rates, and female rates, by type of major offense of heinous offenses , violent offenses, property offenses, sexual offenses, and other penal code offenses (see Appendix 1-2 ).
  The number of reported cases for homicide has been leveling off, or slightly increasing after a lengthy downward trend. In 2000 and 2001, reported cases have exceeded 1,300, but clearance rates have remained high, at somewhere between 94% and 98%, a rate that is rarely seen in other nations. Additionally, concerning 9 types of violent offenses, such as robbery, bodily injury, assault, intimidation, extortion, rape, indecent assault, breaking and entering, and destruction of objects, in recent years, the number of reported cases and clearance rates have shown remarkable increase and decrease respectively. In particular, with the exception of rape, the above 8 types of offenses where the number of reported cases rapidly rose in 2000, marked a further increase in 2001. These 9 types of offenses are classified as violent crimes that can happen close to home, and are also crimes that can terrify people's lives by causing victims both mental and physical damage and heightening fear and anxiety among people. We featured these 9 types of violent offenses in Part 5 and analyzed them in detail, so that readers can obtain detailed information.
  On the other hand, concerning intellectual crimes such as fraud, embezzlement (excluding misappropriation of lost property), forgery of various documents, and misappropriation of lost property, etc., the number of reported cases has been generally declining or leveling off, excluding an increase in embezzlement cases, and clearance rates have remained high.
