Various extremist groups continued to commit vicious guerrilla and other illegal acts in1999,in the cause of sabotaging the Phase II construction works for the New Tokyo International Airport.
  The number of guerrilla incidents by extremist groups in the last five years is shown in Table IV-18 . There were9such incidents in1999,up by1from the previous year. Of these incidents,5were targeted at individual residences. By type of offense,1incident involved the use of a timing projection device and a timing ignition device,7incidents involved the use of a timing ignition device, and a time bomb was used in the remaining1incident.
