Section 2 Outline of Mentally Disordered Offenders

1 Number of the mentally disordered, etc. , cleared for penal code offenses

  Criminal Statistics by National Police Agency indicate that, of the315,355persons cleared for penal code offenses other than traffic professional negligence in1999,mentally disordered persons and persons suspected to be mentally disordered(hereinafter collectively referred to as"mentally disordered persons, etc. ")accounted for636and1,361persons, respectively. Thus, mentally disordered persons, etc. , represented0.6%of persons cleared for penal code offenses other than traffic professional negligence.
  Fig. IV-22 shows the number of such persons cleared, by offense. Larceny/fraud/embezzlement(including conversion of lost articles)had the largest share(59.7%)in the total number of mentally persons disordered, etc. , cleared(1,997). The ratio of mentally disordered persons, etc. , to the total number of persons cleared was significantly high for arson(14.4%)and homicide(9.4%).
