2 Narcotic drug offenses

  Fig. IV-3 shows the number of persons cleared by the police in the30-year period from1970for narcotic drug offenses(here referring to Narcotics Control Law violations, Opium Law violations and Cannabis Control Law violations).
  In 1999,286persons were cleared for Narcotics Control Law violations(up by8persons from the previous year),128for Opium Law violations(down by6)and1,224for Cannabis Control Law violations(down by92). Among the Narcotics Control Law violations,87persons were cleared for cocaine offenses(30.4%),57for psychotropic offenses(19.9%),52for heroin offenses(18.2%)and29for LSD offenses(10.1%)(source:Pharmaceutical and Medical Safety Bureau, Ministry of Health and Welfare;Community Safety Bureau, National Police Agency;and Guard and Rescue Department, Maritime Safety Agency).

  In 1999,245visiting foreigners were cleared by the police for narcotic drug offenses(down by19from the previous year). By nationality, Iranians accounted for53persons cleared(21.6%), followed by Vietnamese with19(7.8%)and Americans with18(7.3%)(source:International Affairs Department, Director-General's Secretariat, National Police Agency).
  Organized crime group members accounted for12.3%and22.5%of the persons cleared for Narcotics Control Law violations and Cannabis Control Law violations in1999,respectively(source:Community Safety Bureau, National Police Agency).
