4 School and delinquency

  Fig. III-18 shows the number of juveniles cleared for penal code offenses other than traffic professional negligence in1980,1985,1990,and from1995through1999,by educational and employment situation. The ratio of junior high school pupils has slightly declined since 1995to35.1%in1999. The ratio of senior high school students, which stayed in the20%range in1980and1985,rose to over30%in1990and has remained in the same range since 1995. It has slightly exceeded the ratio of junior high school pupils since 1995 and stood at36.8%as of1999. The ratio of employed juveniles has been on a general downward trend, standing at7.5%in1999. The ratio of unemployed juveniles has been rising since 1996 and reached11.6%in1999.
  The number of students cleared for penal code offenses other than traffic professional negligence and their ratio to1,000students stood at57,707(down11.9%from the previous year)and13.6(down1.4)for junior high school and60,431(down12.6%)and14.7(down1.9)for senior high school(source:Criminal Statistics by National Police Agency, and the Ministry of Education's"Report on Basic Survey of Schools").

  Fig. III-19 shows trends in school violence cases cleared by the police since 1990. Although the number of cases cleared was on a downward trend, it has been growing since 1997and reached707(up7.0%from the previous year)in1999. Likewise, the number of juveniles cleared was in a downward trend but turned up in1997. Following a slight decline in1998,it rose again in1999to1,220(up1.0%). Junior high school pupils accounted for an overwhelming majority of the number of juveniles cleared in each of those years.
