1 Trends in the average daily population, etc.

  Fig. II-9 shows trends in the average daily population of correctional institutions since 1946. Though in a decreasing trend after 1987, the average daily population turned to an increase in 1993. In 1999 it increased by 1,961 inmates (3.8%) from the previous year to 53,947 (see Appendix II-5 ).

  Table II-14 shows the number of inmates admitted and discharged over the last three years, by reason for admission or discharge.
